A deal between the U.S. Department of Justice and the City of Baltimore is now in place for mandatory changes to the city’s police department. Details of the consent decree were unveiled yesterday by Mayor Catherine Pugh and Attorney General Loretta Lynch. The agreement calls for better tracking of problem police officers, more documentation of citizen interaction with police, and de-escalation training.
