An overturned tankard truck is responsible for an oil spill in Cockeysville. The Baltimore Sun reports that the Healthy Harbor Initiative is trying to raise $770,000 to add a third trash-eating water wheel to the Inner Harbor. And, Light City Baltimore is kicking off tonight at the Inner Harbor with an opening ceremony and parade. Light City runs through next Saturday.
