BALTIMORE, MD (WEAA) —While Baltimore City students are back in classrooms, concerns surrounding academic performance and accountability continue to linger.
According to a report by FOX45 Investigative Reporter Chris Papst, nearly half of high school students in City Schools earned below a 1.0 grade point average during the last school year and 57% of elementary and middle schoolers had one or more failing grades.
Despite the low performance, the school system promoted every student.
