(Baltimore, MD) -- There are still more votes to count, but Sheila Dixon is conceding the mayor's race.
Dixon says she called Mayor Brandon Scott to congratulate him on his victory in the mayoral primary.
Scott declared victory on election night, but Dixon refused to concede until all the mail-in ballots were counted.
In a statement, Dixon said while this race marks the end of her journey in public office, she will never stop working to serve the city she loves.
