ANNAPOLIS, Md. (AP) — Maryland Gov. Larry Hogan is highlighting his $1 billion virus relief proposal and tax cuts in his annual budget proposal.

Hogan outlined only main points in his budget plan to the General Assembly on Tuesday.
He's releasing to total budget plan Wednesday. The Republican governor's pandemic relief proposal includes payments of up to $450 for individuals and $750 for families that have claimed the Earned Income Tax Credit.
Hogan also is proposing ending local and state income taxes on unemployment benefits.
The plan includes allowing Maryland restaurants and small businesses to keep up to $12,000 of sales tax over the next four months.
