The Maryland House of Delegates made history by passing the Second Look Act, a bill that allows judges to review the cases of certain individuals serving lengthy sentences.
The bill, which aims to balance public safety and victims' rights, applies to those convicted between the ages of 18 and 25 who have served at least 20 years in prison.
The legislation now moves to the Senate for consideration.
