WEAA's Julius White has the local news: Baltimore Mayor Stephanie Rawlings-Blake says the consent decree between the City Police Department and the Department of Justice will not be ready by November 1, a deadline that was “aspirational.” VOICE, Voters Organized for the Integrity of City Elections, is claiming that the city and state boards of election have failed to accommodate voting for people who are incarcerated but not convicted of a crime. 

VOICE says those people are legally entitled to vote, but there’s not policy allowing election officials into the facilities, and correction officials have not been trained to handle election duties.
