An independent Baltimore agency that reviews complaints against police says officers used excessive force in arresting a man facing murder charges.
Keith Davis Jr. is charged with murdering a security guard at Pimlico Race Course in 2015. Officers shot at him as they chased him after a suspected robbery following the incident. After looking into the case for two years, Baltimore's Civilian Review Board recommended two officers involved be fired and two others receive a 30-day suspension. Davis will be tried for the murder case in June.
