Who's responsible for, trained to use city's lone credit card?

Baltimore officials are coming under criticism for some questionable expenses charged to a city credit card.  A report by the city auditor found purchases made by the mayor's office included furniture and clothing for the homeless, food and other items for so-called "Squeegee corps" and restaurant lunch expenses not related to city business. 

Mayor Catherine Pugh said at a news conference that she never used the credit card and didn't even know about it.  The mayor says she will ask the city procurement office to "tighten up their process" and properly train employees on the use of the credit cards.
