Before the District Council approved the measure, those seeking medical marijuana were required to submit an application to the Alcoholic Beverage Regulation Administration, which also required a person to provide a doctor's note prescribing the marijuana.
The measure is also expected to crack down on those so-called gifting shops that provide pot as a gift with purchase.
