Baltimore County Interim Police Chief Dennis Delp told reporters on Saturday that one of the juveniles is from North Carolina, and the other is from Maryland.
Delp said threats were made over the past three weeks warning that people would go to Towson High School with guns and explosives.
Investigators believe the suspects intended to incriminate a third juvenile with their actions.
That juvenile was not involved.
Police say no students, faculty or staff were in danger.
