Letitia Dzirasa says the alert will go into effect Friday evening and last through Saturday morning.
A Code Blue is issued when temperatures, including the wind chill, plummet to 13-degrees or lower, presenting a substantial threat to residents in the city.
Frigid air moving into the region is expected to bring wind chills down into the single digits.
There have been 15 cold-related deaths in Baltimore City so far this winter season.
