(Howard County, MD) -- Howard County Executive Calvin Ball has released The Path Toward Zero plan to end homelessness over the next five years.
The plan outlines the major goals and interventions needed to achieve "functional zero" through a comprehensive system of services to resolve homelessness in Howard County.
The County Executive says functional zero is achieved when the number of people experiencing homelessness is consistently below the community's capacity to house them.
The goal is for homelessness to become a rare, short-term crisis with a rapid return to stable housing.
