The July 2nd shooting at a neighborhood block party left two people dead and 28 others injured.
The suspects are facing multiple charges, including conspiracy to commit first-degree murder and attempted first-degree murder.
In all, Brown is facing 75 counts and the juvenile has been hit with 18 charges.
Police say Brown was already in custody on unrelated attempted murder charges when he was arrested.
The 14-year-old was arrested at his Baltimore school.
They join two other suspects already in custody for the shooting at the Brooklyn Day celebration, but no one has been charged with the murders.
Acting Police Commissioner Richard Worley says investigators are looking for at least six other shooters.
